The Occupational Employment Dataset (OED) is an online registry that collects occupational and employment data of workers in Singapore. All registered businesses are required to submit up-to-date details of employees (Citizens, Permanent Residents, and Foreigners) to the Ministry of Manpower.

With Gutsy, you can easily generate the MoM OED form and even submit it directly via API (verified by MoM). This guide will walk you through the process step by step.

Things to take note of

Before generating the form, ensure the following:

  • Your Business Registration Type and Business Registration Number are correctly set in Company Information

  • All employee details are updated to the latest information to ensure accurate reporting


A. Generate the MOM OED Form

  1. From the side navigation, go to Employees > All Employees

  2. Click the three-dot icon and select OED Form Submission

  3. You will be redirected to the MOM Forms page

  4. Click New Submission or Create Now to generate the form for a specific month

    By creating a new submission, the system will generate an OED form for a specific organisation and reporting period. The form will be auto-filled based on your employee records.

    Fill in the required details:

    a. Company: Select the relevant company

    b. Year: Select the reporting year

    c. Month: Select the reporting month

    d. Generate Period From / To: Define the reporting period

    e. Submitter name

    f. Submitter designation

    g. Submitter identity type

    h. Submitter identity number

    i. Submitter email

    j. Submitter phone number

  5. Click Generate

The system may take a few moments to process. Refresh the page periodically until the form appears.


B. View, download, and delete the form

Once the form is generated, you can review and manage it before submission.

Overview details available:

a. Company name

b. Submission status

c. Last edited date

d. Number of employees included in the form

Download options:

  • Click the three-dot icon within a company’s form box β†’ download a CSV file for that company

  • Click the three-dot icon for the full list β†’ download all generated forms for all companies (multiple CSV files)

View form details:

  • Click the form card to open detailed view

  • Review submitter information and employee data

Available actions:

a. Download β†’ Export CSV

b. TXT β†’ Export TXT format

c. View Submission History β†’ Check previous API submissions

d. Submit OED β†’ Proceed with submission (only after verification)

e. Bin icon β†’ Delete the form

f. Pencil icon β†’ Edit submitter details

Manage employee listing:

a. Add Employee β†’ Include missing employees

b. Edit β†’ Update selected employee details

c. Delete β†’ Remove selected employees from the form

d. Use search and filters to find specific records easily


C. Submit the OED via API directly

You can submit the form directly through Gutsy using API integration.

Steps:

  1. Go to the MOM OED form page

  2. Select the form you want to submit

  3. Ensure all details are accurate and up to date

  4. Click Submit OED

  5. You will be redirected to Singpass login

  6. Log in and click Allow to grant permission

Once completed, your OED form will be successfully submitted.
